CITY OF PHILADELPHIA ANNOUNCES NEW DEMOLITION STANDARDS AND INITIATIVES

CITY OF PHILADELPHIA ANNOUNCES NEW DEMOLITION STANDARDS AND INITIATIVES
 
Philadelphia, June 7, 2013 –
Mayor Michael A. Nutter and the Department of Licenses
and Inspections (L&I) announced new initiatives for demolition
sites and contractors, including new standards for demolition permit
issuance and demolition site inspection, new internal audit processes,
and recommendations for code and regulatory changes,
all designed to ensure the safety of private demolition sites
throughout the City of Philadelphia.
“The
City and the Department of Licenses and Inspections are dedicated to
building and construction safety and to the safety of all of citizens of
the City of Philadelphia,”
said Mayor Nutter. “After the tragic events of this week, it is
necessary to implement the same heightened controls on private
demolition activity that we have on public demolitions to ensure
continued safety.”
The
new initiatives place additional requirements on demolition contractors
and contain specific penalties for contractors who violate these
requirements. 
“The
Department’s heightened permitting, inspection, and review requirements
will ensure that all private demolition sites are safe for adjacent
properties, pedestrians,
and site workers,” said Department of Licenses and Inspections
Commissioner Carlton Williams.
Effective immediately:
All
inspectors were ordered to visit all sites with active demolition
permits to proactively inspect for site safety conditions and any other
possible violations.
All
new permit applications for complete demolition must include the
following documents and requirements prior to issuance of the permit:
  1. Details
    on the experience and qualifications of the contractor performing the
    demolition including demolition experience of the owner
    and the company.
  2. A site-safety plan detailing how the contractor proposes to protect pedestrians and adjacent properties.
  3. A schedule of the demolition work. Contractor will show length of time for each stage of the project.
  4. Professional Engineer’s report on adjacent property protection for demolition of commercial buildings above three stories.
  5. No active violations for contractor and review of all previous violations.
The following procedures will be implemented for demolition inspections;
1.     
Initial
Inspections: Require the inspector to conduct a site safety review with
the contractor prior to the start of work to review steps for
protecting adjacent
properties and pedestrians. Inspector to review schedule of work with
the contractor during each inspection to ensure compliance.
2.     
No
contact from contractor: If the required notification of the start of
work is not received from the contractor, the inspector will visit the
site every 15
business days from the permit’s date of issuance.  The permit will be
revoked after 45 days if there is no evidence of legitimate work started
at the permitted demolition site.
3.     
Failure
to notify Department of start: If we find the contractor working
without the required notification, the inspector will issue a Stop Work
Order until
a hearing is held regarding the contractor’s failure and the site
safety review is completed with the inspector and the contractor.
4.     
Complaints
regarding demolition activity. The Department of L & I will
investigate all complaints within a 24-48 hour period and provide a
detailed report to
include; the nature of the complaint, an explanation of the findings,
determination of compliance, a time and date stamped photo of all site
visits and inspections.
5.     
The
Department will immediately implement a quality assurance plan, setting
forth the policies and practices that ensure that all site inspections
and complaints
are performed timely and accurately. The procedure also establishes
regular management level analysis of internal audit findings to assess
the organization’s overall level of conformance, with the ultimate goal
of identifying and correcting areas of nonconformance
and inefficiency, and engaging staff in improving processes and
procedures.
6.     
The
Department of L&I will coordinate with the Department of Revenue to
ensure that all demolition contractors and/or subcontractors provide
proof of the following:
proper insurance and tax clearances for all employees before any
building permit is approved.
The
Department will issue a Code Bulletin to stipulate that demolition
activities must follow similar requirements as City-funded demolitions
regarding protection of adjacent
buildings, i.e. no use of heavy machinery for attached building
demolitions.
The
Department is implementing a Construction Site Task Force with primary
responsibilities of ensuring proper licensing, permitting and tax
compliance of the primary
contractor, subcontractor, or any independent contractors and workers
related to the demolition project. Funding for this initiative has
already been allocated in the FY14 budget beginning July 1, 2013.
The
Construction Site Task Force will coordinate with other city agencies
including the Department of Revenue, Law and the Office of the Inspector
General to audit and
strictly enforce all provisions related to work site safety and tax
compliance in accordance with the Philadelphia Code and the Board of
Labor Standards to ensure area wage rates and standards are being
upheld. Any evidence of violation will lead to an immediate
suspension of the permit and the project will be discontinued until the
contractor and related parties fully comply.
Recommendations
  1. Failure
    to call for inspection – implement a Stop Work Order with a $1000
    inspection fee which must be paid before work may continue.
  2. Establish
    a separate license category for demolition contractors and allow
    issuance of demolition permits only to those with this license.
    Establish testing and experience requirements.
  3. Consider
    imposing a code requirement for background checks and for contractors
    to provide random drug screening for heavy equipment operators
    on demolition sites as part of the site safety inspection.
  4. All
    licensed contractors will be notified that they will be required to
    provide proof of experience and qualification prior to obtaining
    a demolition permit.

Greater Media/WMMR/WMGK/BenFM & 97.5 Back to the ’80s Party Plus The Largest Simon You’ve Ever Seen & Brad Pitt

Yesterday afternoon I attended the Greater Media’s Annual friends and clients party. I’m a huge fan of all the personalities on their radio station so I was excited to get a chance to meet them, as well as seeing some of my friends that work there. Plus the theme was my favorite ’80s.

What a great afternoon, from the decorations, to the hospitality, to the food from Cescaphe catering, the event was spectacular.

When you first walk in their was a step and repeat with all the radio stations as well as your opportunity to pose with some of your fav DJ’s. I was so excited to meet Debbi Calton, (WMGK Midday)who told me she reads me everyday, which when I hear that I’m really humbled. Plus Preston Elliott of Preston & Steve fame.

One of the best decorations were the photos of the employees from the 80’s; That’s Debbi Calton top right. So fun.

The largest Simon machine in Philadelphia. Created by 3 staff members of Greater Media. First they tried to buy a little Simon from Ebay, but those things are $80 now. So Steve Myers put a call out on his FB and his neighbor gave him one. They built a base, wired each pad and had the current conduct through tinfoil to light up each pad. (don’t try this at home kids) I did inquire on behalf of the Geek Awards to try and get this for the awards ceremony Saturday, August 17

I caught up with the duo at the inaugural United Negro College Fund (UNCF) Mayor’s Masked Ball at the Marriott Downtown in March. No mention of a marriage date for the two, or if Carvin is relocating.

Carvin Haggins, owner of Carvin & Ivan Productions and was accompanied by two of his breakthrough new artists Christine Eva, a singer-songwriter originally from New Zealand, and the Fresh Princess, rapper BriaMarie.

Free Event Thursday: Cirque du Soleil show TOTEM at Shops of Liberty Place

What: One of the most praised and exciting acts of the Cirque du Soleil show TOTEM,
Unicycles and Bowls, will put on a spectacular performance in the
Rotunda at The Shops at Liberty Place at 12:30pm and 1:15pm on Thursday,
June 6, 2013. Five Chinese acrobats riding 7 feet high unicycles will
juggle metal bowls in an astonishing demonstration of agility, balance
and grace, sometimes tossing the bowls with their feet, over their
shoulders and catching them on their heads.

NEW FOOD TRUCK COMING TO TOWN, Update on Industry XIX and Brent Celek’s Prime Stache is delicious

The other day I got a text from my friend Brent Celek asking me to come check out his new restaurant

Prime Stache, an American bistro, at 110 Chestnut St. in Old City. So Mike and I headed over last night.
Outside the restaurant is a very simple sign, er mustache. Which marks the door at  110 Chestnut St. It’s almost like a symbol of the new Old City, laid back and quiet. Over the past couple years its as if Old City wanted to be the new South St with bar hopping kids, and fights at closing time. These days the community has come together and quell that activity. Lately the restaurant scene has really come alive, and the bar scene and calmed down a bit. 
 Anyway, that was just what I’ve been noticing lately as I see restaurants like Roe and Luca Cena’s Revolution House open, the news that Han Dynasty is taking over the old Reserve, and long time favorite restaurants have hired notable chefs like Gina Rodriquez over at Serrano.
 Brent Celek was there eating with a few folks I know, Ben Haney, co-owner of Mac’s Tavern and Ron Donatucci and Dave Lafferty (next to Celek, who I just met last nite.)

 

 I started off with the chicken wings, there were 6 but Mike got impatient as I set up the shot and he ate one. He wasn’t a huge fan, as they were spicy, which I told him they would be. I liked them a lot.
 We both got the Salmon and broccoli. He raved and raved over it, and he would know salmon since he eats it at least three times a week. I also really enjoyed it, and I really enjoyed the broccoli, and later the chef told me how he prepared them, which was clever.

  Mike also ordered the braised pork and mac & cheese. After one bite he immediately said we’d need to come back. This was his favorite dish to date. The prices are really reasonable, and are bill was $49, plus $10 for tip. 
The newly opened restaurant also has a generous size bar, with a very happy hour.

Before we left I wanted to chat with the Chef, and get a photo.
Chef Hee “Chino” Chang told me that they wanted Prime Stache to be similar to the relaxed atmosphere of a TGI Fridays in the early days; very simple delicious food, an American bistro, but not pretentious. A family fun place to hang out for a bite to eat. – I think they have it. The food was simple. affordable and delicious. A lot of thought went into their dishes too.  More good news, some of their food is coming to a curb near you. They are launching….
 The Prime Stache Food Truck. The paperwork has been filed, final preparations are underway and

 in about two weeks this baby is going to bring the most delicious Stache Burgers, Fish Tacos, Turkey Burgers, Meatball Sliders and more to you. Unfortunately they told me they won’t be able to sell my salmon out of the truck. I love the idea that there’s a possibility that this truck will be at The Vendy Awards next year;  Hopefully they’ll be parked at Love Park, and they plan to hit up the tailgate parties during football season at the Linc. Welcome to the Streets of Philadelphia!!

 

 
The restaurant opens at noon for lunch, dinner, and there’s a Sunday brunch. The Yelpers seem to really like the place too.

 Yesterday, I broke the story about L&I closing down Industry XIX a week ago on May 24, 2013 (I happened to walk by the day before and saw the sticker on the window) because they lacked a dance hall license. Last night I chatted with Little Pete, who owns the building, and happens to own a Little Pete’s in my condo building. (He always loves when I stop by and corner him.) The following is what I wrote my initial breaking story.

Update: I spoke to the owner of the building, Little Pete, who
used to operate one of his restaurants there, and he tells me it’s
L&I cited Industry XIX to basically to force them out of the building.  They weren’t paying rent, basically squatting, and the authorities had to get involved. A new tenant is coming in, Mac’s Tavern Rittenhouse. (BTW my info didn’t come from my friend Ben Haney, he hadn’t even seen my earlier article.) Anyway, the paperwork is signed, and sources close to the project tell me it’s just a matter of weeks before anything is officially announced.
Little Pete also tells me that the basement club, Emmaline, run by DJ Brendan Olkus, is also closed. Bring on Mac and Dee.

#PCCbuzz – Gossip, Industry XIX Closed by L&I ; It’s Always Sunny In Philadelphia, Phillies, The Hamels, Bloomingdales, Bars, Chase & Jen Utley on a Date, L&I and Beer

Yesterday I covered The Hamels Foundation Press Conference and Pep Rally at Shawmount School

 The Hamels Foundation donated over $50,000 in grants to three Philadelphia schools. These grants will provide new musical instruments for Shawmont ($30,000), library renovations for FS Edmonds ($13,000 plus $1,600 from PPG Industries), and
an art kiln plus supplies for Cook-Wissahickon ($7,000)!

The Hamels
Foundation believes that these investments will provide significant
improvement to the quality of students’ lives.

Philebrity Sighting: Last night about midnight, I was at Hop Sing Laundry and 3 tables away, in a cozy corner were Jen and Chase Utley, with a gal friend.

 Finally L&I caught up with Industry XIX, who as it turned out didn’t have a “dance license” to operate,

and was shut down 5/24/13.

But I bet the Mac’s Tavern people just needed to get them out of there so they could start the transformation over to Mac’s Tavern Rittenhouse.

Update: I spoke to the owner of the building, Little Pete, who used to operate one of his restaurants there, and he tells me it’s L&I cited Industry XIX to basically vacate the building.  They wouldn’t leave so the Mac Tavern people could begin their work. Furthermore the freeloaders hadn’t paid rent in weeks.

 Remember last week I mentioned in my Philly Mag column that Fairmount Park is turning the surface parking lot at Eakin’s Oval into a multi purpose park. Maybe they were inspired by this depiction by Alvin Holm by building an amphitheater on the spot.

 Last night I checked out Helium where they hosted a Bachelorette viewing party with a Q&A of Philly’s two former Bachelor’s Reid Rosenthal and Craig Robinson.

 The place was packed with adoring fans. I think this should be a weekly event. This show, and these guys are still hot.

 
 Have you been to Pennsylvania 6 yet. OMG delicious, I’ve been there 3 times already. After reading about the Lobster roll at Zagat’s, I had to have it. In fact I think I’m going to have to try everyone mentioned in the article. (Then work out vigorously.)

Bloomingdale’s is getting antsy waiting for the deal to go through at The Gallery, and wants to be in Philly sooner rather than later. They’re now entertaining other locations, but i do hope they still go into the Gallery. How great it would be for the once tourist attraction mall, and all of Center City.  Sources have told me they are not considering Daffy’s. Currently two retailers are still trying to outbid each other for that space. One’s a clothing store, Norsdtrom ‘s Rack, and one is not.

 Afterwards I headed to Sampan with my old friend Butch Leiber, who flew in over the weekend from his home in Phoenix, AZ to attend his nephews Bar Mitzvah.  At the Phoenix airport he ran into Alex Newell, “Unique” from GLEE, who was attending the Asbury Park Pride Parade. This Sunday is Philly’s Pride Parade, June 9.

 Butch and I ate dinner at Sampan. This is my new favorite dish anywhere in Philly. It’s a scallop, shrimp, noodle dish. I wish I didn’t have to share it with Butch, as we were eating the tasting menu. OMG

 I didn’t go to The Brooklyn Flea Market, and was perplex why it was in Philly until I saw this tweet from Ivanka Trump. I see Ivanka doesn’t know how to spell flee, unless she was thinking thank god I fled NYC and came to Philly.

 Folks who fled Philly and were at the CFDA Awards in NYC last night included: Steven Lagos, who looked extra sparkly fashionable with his Harry Potter glasses.

DEVON HORSE SHOW LADIES WHO LUNCH HAT PARADE & CARSON KRESSLEY & The Phillies Bowling Game

Oh so many columns coming your way this week. It’s a busy one. Last night I photographed the Carlos Ruiz, and Philadelphia Futures “Get in the Game” charity bowling event at North Bowl. 14 Philadelphia Phillies came out to support, which was tremendous.

The only problem for me, I had no idea who the new ones were, and neither did some of the folks who were hanging out near me. So feel free to tell me some of their names.

I guess I really need to watch a game or two, or get a playbook. The column should be up at Philly Mag about 11AM, there’s a lot of other fun people there, and the Phillies players I do know. Thank god I’m not on Fox 29 today (I’m actually headed to a Cole & Heidi Hamels PressConf to see what good they’re up to), I once totally screwed up an Eagles Player’s name, and Mike Jerrick said you don’t know their name. I said, no, but I know who they’re dating and I have a photo – lol.

Ok last week I went to the Devon Horse Show’s Ladies Luncheon and hat competition, (ie please turn your volume down on the computer cause on the same site is a loud Philly.com ad.) parade. Check out the photos, it was a fun time and the ladies took time out from their shopping (one lady told me she’d be going to her weekly poker game after lunch.) to support a good cause.

VASILIKI TSIOURIS, co-owner Opa restaurant – baday 5/30 (l) SHEENA PARVEEN, NBC10 Meteorologist – bday 5/29 (c) and CHRISTIE HONIGMAN, The Honigman Group pr/publicist – bday 5/29 (r) Also in shot is Marisa Magnatta, WMMR, Stacey Kracher, Zarwin Baum and moi. We were all at the new restaurant Pennsylvania 6 for a little Christie Celebration on Wednesday.

So for all you golf charity outings, get her a shout out, but after the photo opp prepare to play a serious game cause she’s out to win.She’s cover the US Open all next week, let’s watch and see if she has the lingo down. I bet she does. She’s a smart cookie.

So excited for some of the events you’ll be hearing about soon.)

 Ian M Crumm and Marilyn. Still mentoring Ian. He’s doing great things, I’m so excited to see where he is in 5 years. I’m also mentoring a couple ladies too, which I will be writing about soon. The incHUGHbator, was sorta like a mentoring event for a large group. I’m getting so much great feedback from it lately, as many of the collaborations are taking place. I’m definitely going to plan another one in 6 months or so.

the most delicious birthday cake

Then on Thursday night, we all headed to Morgan’s Pier to celebrate’ Vasiliki’s birthday. What a great time. Love that outdoor space. They’re open 7 days a week, rain or shine. They have a tented area. Chef George Sabatino has a delicious menu too. On Sundae, at 8PM Questlove takes over the turntables. Hit it up after you go to Sunday Funday at Stratus Lounge with Eddie Tully.
